Paul Quartararo, Esq.

Mr. Quartararo, the Managing Director, has over 18 years experience providing legal services to financial institutions and businesses. His practice concentrates on federal credit union regulatory matters, real estate and aviation. He is a member of the New York State Bar, Dutchess and Orange County Bar Associations (former member of executive committee) and the Stewart Airport Commission (1996 to present). He is a Trustee of the Dutchess Day School in Millbrook and member of the board of the Millbrook Youth Hockey Association.

Dale J. Lois, Esq.

Mr. Lois has over 17 years experience in commercial real estate and general corporate law, providing representation to domestic and international entities in a wide variety of areas, including real estate finance, asset-backed finance, leasing, conveyancing, construction and development, executive compensation, licensing and mergers and acquisitions.

Mr. Lois is a former partner in the Greenwich, Connecticut office of Manhattan-based Whitman, Breed, Abbott & Morgan, and remains of counsel to that firm. Mr. Lois joined Quartararo & Lois when he moved to Dutchess County with his family in 2005.

Patricia O’Connell, Esq.

Ms. O’Connell has over 15 years experience providing broad legal guidance to, and advocacy on behalf of, regulated business and not-for-profit clients, advising and counseling clients in matters of regulatory compliance and policy, and managing transactional work involving corporate and academic research organizations.

Bar Admission: Admitted to New York State Bar in 1992, Illinois State Bar and Tennessee State Bar.

Education: Graduated from Vassar College with a Bachelor of Arts in Biology in 1982. Graduated from the University of Illinois College of Law (Urbana- Champaign) with a Juris Doctor, cum laude in 1992.

Mr. Quartararo is a former General Counsel to Union Carbide Corp, a former legal Counsel to Dutchess County Legislature, a former Governor at Hudson Valley Psychiatric Center, a former member of the Dutchess County Legislature, State Republican Committee, the Ethics Committee of the Dutchess County Bar Association as well as former Vice President of the Dutchess County Bar Association and former Chairman of the Mental Health Board of Dutchess County.

Bar Admission: Admitted to the Illinois State Bar in 1956 and the New York State Bar on 1959.

Education: Graduated from Norwich University with a Bachelor of Science in Civil Engineering in 1951 and his JD Cornell Law School in 1956.

Anthony M. Quartararo, Esq., Of Counsel

Mr. Quartararo is a former Town Justice of the Town of LaGrange, a former Town Board member of the Town of LaGrange, former law secretary to the Dutchess County Surrogate and was Chairman of the Dutchess County Republican Committee from 1987 to 1994. He is a former member of the Dutchess County Bar Association Grievance Committee, a former member and president of the Board of Directors of the Mid-Hudson Civic Center, a former Board member of the United Way, New York State Commission on Water Supply, Dutchess County Youth Board, Trial Lawyers of America. Mr. Quartararo is also a former counsel to the Dutchess County Legislature and Trustee of the Trinity-Pawling School.

Bar Admission: Admitted to the New York State Bar in September 1959. He is also admitted to practice in Federal District Court for both the Southern and Northern Districts in New York.

Education: Graduated from Cornell University with a Bachelor of Science in Civil Engineering in 1953 and his J.D. from Cornell Law School in 1959.

Steven P. DeRicco, Esq., Of Counsel

Mr. DeRicco is a partner in the Greenwich Connecticut office of Whitman Breed, Abbott & Morgan. He has over 22 years of experience in estate planning for high-net worth individuals and implements those plans through the preparation of sophisticated wills and trusts. His expertise includes probate court practice, administration of estates and estate litigation, particularly trials involving will contests, contested accountings, property disputes, and executor and trustee issues. Steve represents estate, trust and individual clients before the IRS and state revenue agencies.

Bar Admission: Admitted to the New Jersey State Bar in 1985 and New York, Connecticut in 1987. He is also admitted to the United States Tax Court in 1987 and the Federal Bar, Southern District of New York in 1997.

Education: Graduated from St. Francis College with a Bachelors of Science in Accounting in 1981. Graduated from Fordham Law School, JD in 1985 and NYU Law School LLM Taxation in 1991.
